For those familiar with previous Horizon games, Car Mastery works like the Skill Shop. Various driving feats trigger Skills which earn Skill Points which accumulate for you to spend on unlocking Perks. In FH3, there was one Skill Shop perk tree for your overall gamesave. In FH4, each car now has its own Car Mastery perk tree. In Forza Horizon 4, every single one of the over 450 cars in the game has its own perks tree to unlock. To rack up perks of your car, the following two termiologies you have to understand first.

Skill points
Once you start racing in Forza Horizon 4, you will constantly pick up Skill for actions like drifting, speeding, close calls, rubbing close enough to exchange points, and many other actions that are thought of in the game literally as stylish driving. It is very important to earn enough skill points. First , skill points contribute to the leveling process and leveling. As you level up, you will get more chance to spin the wheel to win money or car and add your reputation as a racer.

The Skill Points you earn can be increased by adding multipliers - basically that happens when you chain actions together that result in the award of Points without allowing the idle timer to expire or hitting something in a bad way. Perks
The item known as Perks in the game is really a special collection of skills or abilities as well as score and position enhancing effects which are, collectively, called Perks. Every car in Forza Horizon 4 has its own perk tree
To fully understand how the new car mastery works, we take the car master perk tree for the  Jaguar C-X75 for example. As a Legendary class vehicle,the C-X75 has 16 different perks to unlock. You can check the image below. Those are not random perks, but a group of bonuses carefully cultivated to reflect the car. For example, in the lower left corner of the board is the “Collector’s Item” perk. Its flavor text reads, “Your car is a masterpiece. Get an instant 5,000 Car Collection influence.” So by spending a skill point, drivers instantly gain a nice chunk of influence. Other perks help players build up their skill combos, offering bonuses for specific actions, more time to string together stunts or an increased combo multiplier. However, drivers can only earn skill points for specific cars while actively driving those cars. So in order to rack up all of those perks, you have to drive the car for hours.
